Trade secrets are the argument Wendel Energy Services is making in court to stop Onondaga County from handing over the rest. The contracts cover a sewage sludge dryer that has not worked as promised. Syracuse.com filed the FOIL request last June; it routinely gets contracts between public agencies and their vendors, because that is what they are.
