A bill to put local development corporations under FOIL

Assemblywoman Amy Paulin and Sen. James Skoufis, via Talk of the Sound

Local development corporations do public business with public money, and in New York many of them sit outside the Freedom of Information Law and the Open Meetings Law. A bill that passed both houses this year, A.173/S.6165, sponsored by Assemblywoman Amy Paulin and Sen. James Skoufis, would change that for LDCs, industrial development agencies, land banks and other government-affiliated nonprofits: open meetings, access to records, livestreamed proceedings and video kept online for at least five years.

The Assembly passed it March 31 and the Senate on June 1, 37-23. The article notes that business improvement districts are excluded from the bill, though a 2016 Committee on Open Government opinion already treats BIDs as subject to both laws. The article does not say whether the governor has signed it.
