FOIL logs are the spreadsheets an agency keeps of every records request it receives, and in June Reinvent Albany and the Cornell Law School First Amendment Clinic asked all 72 state executive agencies for their 2025 logs. As of September 28, 34 agencies had sent nothing after more than 100 days. Thirty-seven sent a log, and 31 of those were missing basic fields such as whether a request was still open or which exemptions were cited to deny it. Reinvent Albany appealed 34 responses, 18 of them by hard-copy mail because the agencies required it, and says only the Long Island Power Authority and the Authorities Budget Office met basic expectations.
