The New York City Comptroller’s Office issued a report regarding the 5,000 annual FOIL requests they receive.
Five thousand FOIL requests a year, more than 20,000 over four years, and 37 appeals out of all of them. Two reached a judge and both were dismissed in the office’s favor. The report sets out how they run the operation, which is the useful part for any agency that says the volume is impossible.
